As per approval of Management Committee BSNL, vide letter no. 11-2/2019-CDR-AMC-EXTN./IT-CFA dated 31.07.2019, Advance Work Order , vide ITPC letter No. ITPC/CDR Project/AMC Year3/2019-20/ 10 Dated 01.08.2019, on nomination basis, has been placed on the existing SI of CDR Project –II, M/s Tata Consultancy Services Limited for Rs 18,84,99,007/- (Rupees Eighteen Crore Eighty Four Lakhs Ninety-nine Thousand and Seven only /-) exclusive of all taxes, for extension of Annual Maintenance Contract and O&M manpower support beyond the contract expired on 31.05.2019, for the period of three months from 01.06.2019 to 31.08.2019 for items under CDR DC West (Pune ) & CDR DC NDC (Chandigarh) and for one year for UPS AMC , Billing application AMC and for six months for EMS/NMS and Oracle products AMC under CDR DC West (Pune ) & CDR DC NDC (Chandigarh) in BSNL .

87. BSNL has approved the work of laying of additional PLB ducts in NFS trenches from Abu Road to Mt. Abu Toll Naka (part of Link ID 1020 & 1021of package-C of NFS OFC project) in Rajasthan on nomination basis in favour of M/s. TCIL who is already executing the NFS OFC work in this regions. The reasons for awarding the work to M/s. TCIL on nomination basis are as follows:

a) No Contractor other than M/s. TCIL can be engaged to execute the work of laying BSNL cables in the same trench / in the same HDD bore due to sanctity and security issues involved in the strategic Defence network.

b) The OFC cables laid under NFS project will remain under 3 years warranty and subsequently 7 years AMC to be provided by M/s. TCIL. Laying BSNL cables in the same NFS trench by a different contractor may jeopardise the sanctity and security of Defence network while attending the faults of BSNL cables which have been laid in close proximity to NFS cables.

c) If the work is to be given to a contractor other than M/s. TCIL defining the scope of work for such a tender and also ensuring fair competition would not be possible as the work has to be done in the already dug up trenches / in the same HDD bore done by M/s. TCIL. Also the monitoring would imposed additional issues/ problems.

The brief reasons for awarding the work to OEM of ERP M/s SAP are as follows:
Floating an open Tender / EOI might have resulted in another System Integrator coming into picture apart from the existing System Integrator. BSNL ERP is a live system with lots of customizations well-known to existing SI / OEM, including time-bound statutory reports / compliances. Bringing a new SI may encounter many practical problems and operational challenges, which might disrupt front end business processes and also cause challenges in time-bound statutory compliances. A lot of coordination efforts, precious time, stabilization efforts would have to be invested, and despite that, deciding the scope of responsibilities among these two SI’s would not be possible easily, which might result in disruption of services. BSNL will never want such a situation because all business transactions are dependent on it.

33. Vendor’s conference to discuss various issues involved in the procurement of 15/18 GHz Hybrid Radio equipment

Tender No. CA/Ent.-Radio/Hybrid MW Radio/T-516/2015 issued on 29-07-2015 was floated by BSNL for Planning, RF Survey, Supply, Installation, Testing & Commissioning of 15 GHz and 18 GHz Hybrid Microwave Radio Systems with Antenna, Inter-connect cable and other associated items. But no bidder has participated in bid and the tender has been cancelled.

BSNL intends to procure the above equipment by floating a fresh tender. Therefore, it has been decided to discuss various issues involved in the procurement of the above mentioned radio equipment with OEMs and prospective bidders. Accordingly, bidder’s conference/meet has been scheduled on 17.12.2015 from 1100 hrs onward. All concerned are requested to attend the conference in the chamber of PGM (Radio).
